## Decision

Project Garuda shall establish an Interface Foundation as the exclusive architectural realization of the Constitutional Membrane established by GAR-0017.

The Interface Foundation shall be the sole architectural boundary through which communication between External Systems and the Internal Cognitive Foundations occurs.

The Interface Foundation is an architectural layer. It is not:

- a transport layer,
- an integration layer,
- a runtime,
- an orchestration engine,
- or a provider implementation.

## Context

Completion of Phase I produced a fully self-contained cognitive operating system composed of Platform Core, Memory, Knowledge, Context, Reasoning, Decision, Action, and Execution.

These foundations intentionally contain no knowledge of external technologies.

GAR-0017 authorizes the constitutional boundary governing interaction with External Systems. An architectural realization of that constitutional boundary is therefore required.

## Architectural Decision

The Interface Foundation shall realize the Constitutional Membrane through the following architectural principles.

**Principle 1 — Exclusive Boundary**  
Every interaction entering or leaving the Garuda Cognitive Operating System shall traverse the Interface Foundation. No alternate architectural boundary shall exist.

**Principle 2 — Technology Neutrality**  
The Interface Foundation shall remain independent of all external technologies. No architectural decision within the Interface Foundation shall require a specific protocol, provider, infrastructure component, or runtime environment.

**Principle 3 — Canonical Communication**  
All communication crossing the Constitutional Membrane shall be represented using canonical interface contracts. External representations shall not propagate beyond the Interface Foundation.

**Principle 4 — Architectural Translation**  
The Interface Foundation is responsible for architectural translation between external representations and canonical interface contracts. Translation mechanisms are implementation concerns and are therefore outside the scope of this ADR.

**Principle 5 — Deterministic Boundary**  
Before entering the Internal Cognitive Foundations, every interaction shall satisfy deterministic validation governed by canonical interface contracts.

**Principle 6 — Cognitive Independence**  
The Internal Cognitive Foundations remain entirely independent of External Systems. The cognitive stack neither knows nor depends upon any external representation.

**Principle 7 — Variability Containment**  
Architectural variability introduced by External Systems terminates at the Interface Foundation. No variability may propagate into the Internal Cognitive Foundations.

**Principle 8 — Platform Core Inheritance**  
Every canonical interface artifact SHALL derive from the Platform Core object model established by ADR-0002. The Interface Foundation SHALL NOT establish an independent object hierarchy. This preserves a single inheritance root for the Garuda Operating System.

## Rationale

This architecture preserves the constitutional separation established by GAR-0017 while maintaining the deterministic object model introduced by the Platform Core.

By terminating external variability at a single architectural boundary, Garuda ensures that future integrations can evolve without introducing architectural dependencies into the cognitive core.

The decision also preserves the additive evolution principle by introducing the Interface Foundation without modifying any completed Internal Cognitive Foundation.

**Technology-specific architecture** — Prevents long-term architectural stability.

The following invariants are established by this ADR:

1. Exactly one architectural boundary exists between External Systems and Internal Cognitive Foundations.
2. Canonical interface artifacts inherit Platform Core.
3. Cognitive foundations remain unaware of External Systems.
4. Architectural translation terminates at the Interface Foundation.
5. External variability terminates at the Constitutional Membrane.
6. Interface Foundation introduces no provider-specific behavior.
7. The Interface Foundation remains additive and does not modify Phase I foundations.
